As Suzanne has explained, Word does not include text in headers or footers in
a table of contents. If you want to continue placing heading text directly in the header or footer, you will have to add a TC field in the document body for the text that should be included in the TOC. However, the usual approach is to keep the headings in the document body and insert a STYLEREF field to repeat the current heading in the header (or footer).
