If you mean put a transparent circle on top of your text you could draw your circle using the drawing tool on the drawing toolbar, once drawn, go to the paint bucket icon on the same toolbar, click on it and choose no fill. If you want a colour, click on the listarrow next to the paintbucket icon, choose more colours. Select one, and use the slider at the bottom of the dialogue to apply the transparency you need.
