I am creating product labels to send to our stores; however, at times the
products are deleted and/or added. I understand how to add and delete the
labels; however, how do you then move all of the labels so that they fill up
the page. When I delete a label now - it is leaving it blank and telling me
that I can't move it.

You should use a label type mail merge and add or delete the items from the
data source.
