[Vista Hater]

Somehow whenever I use the " or ' or any other symbol on the keyboard, they
don't come out right. For example Shift " gets me an 'E', and ' gets me a
lower case e with an accent. What did I do?

You have activated an international keyboard. You just need to switch back
to the standard keyboard layout.
