I am searching for an application -- either Word or another -- that allows
for collapsible headings inside an outline. I have seen this functionality
often on web pages, where an arrow to the left of a heading is clickable and
this click results in either displaying or hiding the sub-section contents.

There is no particular function that will achieve this in a Word document,
but you could use a macrobutton to toggle what is displayed. The principle
is essentially that used to display a checked/unchecked box using
macrobuttons and autotext - see http://www.gmayor.com/Macrobutton.htm
