Sorry to hear none of the usual fixes helped.
Also worrying that the row height will not turn off.
Question, is it just one row or the whole table that wont expand to fit your
text?
Is it a complex table, i.e. multiple merged cells (vertically and
horizontally)? If not, do a test, copy the whole table (or just the row that
you are having problems with if the table if very large), go to a clean page
or new document, paste special unformatted text. Select the text, Table,
Convert, Text to Table, check the Tabs options at the bottom for the
"Separate text at" options, OK. This will create a table based on the text
and nothing else. Does this create a good table with expanded cells fitting
your text?
If this does that could mean that the problem table is probably starting to
corrupt for whatever unknown reason and best to be removed from the document
instead of trying to fix the unfixable.
Please come back with the outcome, it would be interesting to know.

In addition to Jay's comments, also on the Row dialog under Table Properties,
check the options for "Allow row to break across pages". This setting can be
applied to the whole table or individual rows, your choice.
