If I understand your question, the answer is, unfortunately, no. That option
does not reside within a particular document; it is set on each individual user's computer. If you send an unprotected Word document to somebody else, he/she can always turn on the change tracking feature and can also change options of how tracked changes are displayed. If you don't want people to be able to make changes at all, either protect the document or save it as a PDF.
