I have another solution when none of these worked for me. I went to the Table Tools "Layout" ribbon tab and in the Alignment section, I clicked on "Cell Margins". I changed the margins enough so that the picture overlapped into 2 cells. I was then able to select it. Took some trial and error but it worked for me.

It may be in the header and acting as a watermark but whatever it will not select.
