If you want graphics with torn edges, look at SnagIt which makes such edges
child's play.

In word clip art search for "torn paper." There is a piece of clip art that has 5 pieces of torn paper. I enlarged the clip art and cropped it so that I just had one piece. Next, I right clicked on the clip art and clicked "send behind text." Finally, I sized the clip art so that it fit behind the text that I wanted to border.
