Unfortunately, in Word 2002 and 2003, you cannot entirely eliminate a
header/footer. If it has ever contained content, an empty paragraph will remain. The only way to regain the header/footer space (for labels, for example) is to set the header/footer margin to 0". This is why we discourage people from ever adding header or footer text to Normal.dot.
