Default Page size in setup doesn't match page size in page view

I am writing a manual in microsoft word 2003 and I have set the pages up to
be letter sized. However, even though I've selected the entire document and
set the page size to letter and adjusted the margins, the view shows me a
page 10" wide. When I print the document, all of the pages look like they've
been shrunk in a copy machine. This is a huge document and I don't want to
have to recreate it, can somebody help me??? Please????

The document contains comments or tracked changes and balloons are enabled.
