I have lots of text that I need to view in cell. It looks like the max
height is 409. Is there a way to change this global value?

The limit applies only if you are setting an exact or 'at least' row height.
If you don't set the row height at all, there's no limit - it will expand to
accommodate your text. (Although if your row is spanning more than one page
break, a table is probably a poor choice of layout.)
