Default How can I restart numbering if radio button is dithered?

I am so frustrated... I am working on creating a workbook for our end users
and am having the worst time restarting list numbers. When I go to
right-click on the list number out of sequence and select "Restart Numbering"
it flashes the correct list sequence and then changes back. I've selected
"Undo" to see if it would go back to the correct sequence, but it doesn't
work.

When I go the traditional way to change the sequences (FormatBullets and
Numbering). the radio button for restart is dithered. Any ideas?

Display the Bullets and Numbering dialog. Click Customise. Set the 'Start
at' value to 1.'

The application will take a minute, flash the correct list sequence and then
change it back to being continuous from previous list. When I try it again,
or undo it, it still doesn't change.

All my lists are customized because of the styles I chose when creating the
workbook. Do you think I need to clear all the formatting and start over from
scratch with the styles?
