Has anyone set up a TOC to insert Word's section numbers instead of page
numbers?

You can certainly create a TOC without page numbers (see
http://word.mvps.org/faqs/formatting/TOCSwitches.htm). However, you cannot
have Word insert something else in place of the page numbers in the TOC, if
that is what you are asking.
