Default Setting Default encryption level via GPO

I have about 400 office/word 2003 users that I need to change the encryption
level for. I would like to be able to do this via Group Policy in active
directory. Can anyone tell me if that is possible and is there a template
available for this? If I can't do it via Group Policy my next alternative
would be to modify a registry key via a login script if that is possible.

Can anyone help?
