Default Activating a document that has visual basic text and form fields

I created a template document with visual basic form fields. after exiting
the design view I saved it and emailed it to someone to try and use the form.
When they open the attachment they are not prompted to Enable Macros nor can
they use the form. The document opens for them as read only and in design
view? How can I fix this?

Default Activating a document that has visual basic text and form fields

Have them change their security to Medium, then they should get the prompt
to enable the macros. Tools, Macro, Security.
