Default Window Colour

I am using Office 2003 Student / Teacher Edition - and would like to change
the default white colour of the toolbars and menus to the blue...how is this
done?

White? Mine are grey. Are you sure you aren't using Office 2007?

Sorry - yes, they're grey, and definitely Office 03

Default Window Colour

The answer to your original question is, it is not done. The colors of the
toolbars and menus in Word are fixed, not changeable.

You can change the colors of a number of items for most Windows programs in
the Start Menu Settings Control Panel Display Appearance Advanced
dialog, but Word 2003 ignores many of those settings.

However, when using Microsoft Office 2003 Professional on one computer, I
find there is a blue colour scheme, whereas the Office 2003 Standard Edition
I have has the grey scheme.

Default Window Colour

I just noticed that the Windows "Theme" can change Word, along with
everything else. (I don't usually bother with themes.)

Go to Start Menu Settings Control Panel Display Themes. I think
you'll find that the computer with the blue scheme has the Windows XP theme
or something similar selected, while the one with the grey scheme has the
Windows Classic theme. That also controls a lot of other visual properties,
such as title bars and the window background.
