how can I underline entire page including blank spaces
Why? It will look horrible. That question aside, Word does not underline
trailing spaces on a line unless (a) you enable the Compatibility Option to do so or (b) the next-to-last one is a nonbreaking space (Ctrl+Shift+Spacebar). -- Suzanne S.
