Do you have an Office product? The Picture Manager is an Office program, I don't
remember if it was bundled with Office XP but it was with Office 2003. You
cannot download it anywhere.

Felicia,
It should have been installed automatically when you installed Office 2003
of 2007. You should be able to locate it in Start - All programs - Microsoft
Office 2003/2007 - Microsoft Office tools - Microsoft office picture
manager.

Assuming that you have an MS Office program (2000-2003) installed, use my
computer or explorer to search your hard drive for the filename: "ois.exe".
this is the program for Office Picture manager. When you find the program,
single click on the filename in the search list, now right-click drag it to
the desktop, when you release the mouse, a popup menu should appear and offer
you the option to create a shortcut to the program on the desktop.
