Where is the setting in Word to display editing and changes off to the side
of the document?

That is called Track Changes. It is controlled from the Reviewing Toolbar
(View, Toolbars and check Reviewing).

Track Changes is the feature that allows you to display changes and comments
in a document. "Balloons" are the new feature by which they are inserted in
the margin; this feature is available only in Word 2002 and 2003, but they
are enabled by default.
