Default Turning off "Do not check spelling or grammar"

I have been having this same problem for a long time: Text marked with "do
not check spelling or grammar was skipped."

Everything is done the way Suzanne mentioned. But every time I select the
entire document, uncheck the "Skip" box, as soon as I unselect the text, it
goes right back to "Skip." The checkmark in the box is gray, not black if
that means anything. Please help.
