Default table of contents in a legal brief all in 12 point type

How can I create a table of contents in a legal brief all in 12 point type?
The standard layout is partly in 10 and partly in 12 point type. I do not
currently have a template to work with and don't know how to create one.

Modify the font size in the TOC 1, TOC 2, TOC 3, TOC 4, and TOC 5
styles. See
