Default word / outlook mail should allow including images from web source.

currently when i add an image it automatically attaches it to the mail or the
doc file. I would like the users to access these images from a web source so
that the SRC for the image is something like http://www.server.com/image.gif
to be able to send messages to people with little space in webmail services
like hotmail, and to reduce the initial download time for pop mail users.

You may certainly do what you are suggesting. I send HTML
newsletters that contain images, and it is mandatory to do
so or the recipient will never see the images. All images
in these newsletters are hyperlinked to a web site, and
depending on your download speed, you may notice the delay
for the images:

All images are downloaded whether embedded or attached.

Insert the link as you have done here and let the users decide whether to
look at the picture. If you insert the picture no matter where it is loaded
from there will still be the same amount of download time involved to view
it.
