Default Inserted object OLE object size shrinkage

Using Windows XP and Word 2003, if I use Insert/Object/Create from File/Link
to File to insert a Visio 2003 .vsd file into Word, the object size is
correct - the width and height match the values used in Visio. In one
example, I am using a figure with width 6.625 in, height 3.625 in (accord to
Visio). Word's Format Object dialog shows this as Height 352 px, width 640
px and it looks visually correct (about 6.625 in wide).

If I a create a .PDF file using Adobe Acrobat 7, however, and then import
that into Word 2003, Word showshrinks the object to about 75% of its real
size. In this example, it shows Height 486 px, width 482 px. The Height now
includes a lot of whitespace above/below the object (from the PDF conversion
process), but the width does not and is what is of concern. In Acrobat, the
page and object width are both about 6.625 in.

Adobe Framemaker 8 has a similar issue - importing both Visio and PDF files
through OLE results in object shrinkage. Importing a .PDF directly, however,
preserves the correct dimensions.

PowerPoint 2003 imports the .vsd file width width 5.32" and height 2.92" -
80% of what it should be. It imports the .pdf file width width 5.02".

This used to work fine with various combinations of Word 2003, Visio 2003,
Acrobat 7, and FrameMaker 6 on an older machine.

What program(s) are at fault here? The exporting programs Visio and
Acrobat, or the importing programs Word, PowerPoint, and Framemaker? How
does OLE communicate the size from one program to another? What does the
combination of Word + Visio understand that the other combinations do not?
