Default Word 2003 Forms to Word 2007 cannot edit fields

I can no longer edit any form/templates. I can see the Legacy controls, but
the only one available is the text field. I have a variety of fields
(controls), none of which I can edit

Although the document is unrestricted, I cannot edit in Word 2003 (.dot) or
Word 2007 (.dotx). I've tried making a new document from a copy of the
form/template but no luck.

I can still fill in the form; I just can't edit it. Any suggestiosn?
