Default how do I make a page border with text

I am trying to create a word document using the theme of the document as a
page border.
Can anyone suggest how I do this?

You could insert a text box or WordArt in the header/footer and position it
where you want it to appear at the top/bottom and on either side, thus
creating a page border effect. With a text box you can change the direction
of the text (Format Text Direction); with WordArt you can rotate the
WordArt 90 degrees to the left or right or flip it 180 degrees (on the Draw
toolbar: Draw Flip or Rotate). Experiment to see which suits your needs
best.
