Default control whether tabs cause indent in Outlined Numbering

I can't find a control for this in Word. On some machines, using the tab
indents one level. On others, it simply puts in a tab. How do I control
this feature?

ToolsAutoCorrect Options ...
'AutoFormat As You Type' (tab)
'Set left- and first-indent with tabs and backspaces' (checkbox near
bottom)
