I am trying to customize my legal pleading documents, with the number for
each line and the vertical line running down the left side margin. I'm not
sure how to create that. Can someone give me some guidance? Thanks.

Have you tried using the pre-designed templates that are already available?
The may save you a lot of work even if you want to customize them further.

Yes, I got a couple of templates. But I'm looking to tailor the line
numbering, font, etc., and I don't know where to start.

Most of these are created with graphics and text boxes anchored to the
header, so you might want to look at
http://sbarnhill.mvps.org/WordFAQs/AnchorToHeader.htm and then dissect the
sample templates.

I just read the article, and that clears up some longstanding confusion about
headers and footers for me. Can you point me to another article or tell me
how I put something in a "frame"? Thanks.

This ought to help for starters:

Determine whether text boxes or frames are what you actually want:-)
