Default default Tab stop

Is it possible to change the default tab stop from 12.7 mm
(or 1/2 an inch) to say 8 mm. I've tried setting it to 8,
expecting Normal.dot to remember it, but it doesn't.
Any help out of this frustration would be welcome.

I believe you have to alter normal.dot to make the change
stick.
