Default Why does Word add paragraphs on top of footnotes?

The new Word adds extra paragraphs, right below the footnote separator and on
top of footnotes, in a word document.
Questions:
How do I eliminate the line that separates the body of the tetxt from the
footnote?
And, more importantly, how do I eliminate the extra spaces on top of the
footnotes?
