Default Word 2003 permission

I want a user to edit and change content. Currently users can do that, can't
print or email but they CAN copy and paste content into a new doc.

How do I prevent copy and paste permissioned content into a new doc.\?

You can set up a protected form. See
http://word.mvps.org/faqs/customizat...nTheBlanks.htm, especially the
links to articles by Dian D Chapman.
