Default footnote numbering

I need to make the footnote numbers on each page different (i.e. 1-6 on page
one, 7-12 on page 2 and 13-18 on page three). If I do odd/even pages
different, the first two are ok but the third is a duplicate of the first.
Sections doesn't seem to help either. I can edit them manually but when I
change one, it changes all the pages. Any help you can give me is greatly
appreciated!!

Default footnote numbering

Just make sure you have "Continuous" selected for the entire document (all
sections).
