Is there anyway of adding art to the available art? Or if I have a JPG can I
make the page border from this JPG, or any other graphics file for that
matter?

There is no way to add to the list in the dialog. But you can make your own
border as described in http://sbarnhill.mvps.org/WordFAQs/BorderArt.htm.
