I am trying to update only the page numbers of a table of contents as
considerable changes have been made to the text and formatting of the
entries. When i click to update the toc, sometimes i get the option to
update page numbers only, but other times it automatically updates the entire
table. How can i make sure i get the option to only update page numbers?

The only time I've seen that is in TOCs that have no page numbers.
