Default Line spacing?

What is the reason for the following:
When in the first paragraph of a page is
formated as "normal with double spacing"
then the characters are stacked to the TOP
of the "line space".
When the double spacing is provided via
putting the appropriate point value as
"Exactly" "number of points"
then the characters are stacked to the BOTTOM
of the "line space".
Why do we have the above? Any way to repair?
Regards.

May I emphasize that no matter how many times you ask this question, you are
going to get the same answer? This is just the way Word works.

I'm not sure what you're looking for in the way of a "usable reply." You
asked why there was this difference in the way line spacing was applied, and
I replied that it was by design. There is no other answer, usable or not.
