Default Word doc posted on web site can't be opened

I created a Word template for an online form and it works fine on my pc. I
created a Word document from that template, saved it and posted it to a web
site so that users could open it, fill in the form and save it to their PC.
I'm not sure what I'm missing but nobody else can open the form. I assume
it's because they don't have the template? How do I make it available? Or
am I using the wrong approach? We need to be able to e-mail the documents
around and print them for signatures at the end of the e-mail chain. Does
anyone have a better way to do this?
