How do I protect sections of document and still be able to change page setup
and use tools like envelopes and labels?
I need to keep the some of the text in exactly the right position (to fit
letterhead) but allow free editing of the rest of the document. Many things
seem to be disabled by the protection

If you put your letterhead in the page header, it should be adequately
protected against all but intentional tampering. See
