Default Fixed template in WORD

I am using MS Word 97-2003
Is it possible to make a fixed template so the data doesn't move when you
type ?
I would like to have a line at the bottom that stays put regardless of any
typing.

Otherwise, what you are talking about in not a Word template but rather what
Word calls an "online form." Check this in help. For more about online
