Default MS Word 2003 - Right page margin will not close/decrease

I am working on an array of HTML formatted document in MS Word 2003. In one
of the documents the right margin is set at just under 22". I would like to
have it formatted closer to 11", but the word will not allow this. I have
tried dragging the page marker, paragraph formatting, and page formatting to
no avail. I even tried using another document without this problem as a
template and pasting in the text to adopt the proper formatting, but no luck.
Any suggestions are appreciated.
