Default how do I load a scanned document into word, so I can alter it

I have a blank work order which I scanned usingOffice document scanning. It
came out perfect. I want to be able to save it to word so I can create a file
that I can fill in and save and reuse.

What you need to do is something that will take time. If this is something
that you will be doing one time, it's not worth it. You will need to scan it
in with OCR software and then make sure that it has properly interpreted the
scan. AND THEN you need to turn it into a form.

As JoAnn implies, you have created a graphical representation of the form.
It's a picture! To edit it you need graphics software. You could fill it in
with (e.g.) the SnagIt editor.
or
As JoAnn says you could laboriously turn it into a document using OCR
software which will take hours and isn't worth doing for a one-off
or
You could use the image as a background image for a document that you could
build over it using tables.
or
You could use specialised form filling software such as that from ABBYY.
or
Use a pen.
