Default how to arrange photographs

I'm trying to arrange photographs so that all of them come out equally spaced
and identically sized. I'm trying to create a template in Word to do this,
but even if you lock the text box, when you insert a picture, the box rezises
to suit the picture and not the other way around. Is this possible?

Instead of text boxes, use a table in which you've used Table AutoFit
Fixed Column Width.
