Default graphic not printing in W97, W2003, and pdf

I have some graphics (a .png and .jpg) that I inserted into a W97 document.
They appear onscreen but not in the hard copy I have printed from 2 different
printers. I thought it might be a W version issue. When I view and print from
W2003, I get the same result (onscreen I see images, hard copy the graphics
are MIA). I then printed to pdf and the resulting soft copy also does not
display the 2 graphics.

The .png is placed inside 2 columns as float over with text wrapping set to
none ( I want this image as a background behind the text). The .jpg is simply
inserted into a text box as inline text along with some actual text.

Any ideas on how to make the picture print?

My other question is why is float over not available when placing a graphic
in a text box?

What is probably the issue here is that you don't have "Drawing objects"
checked on the Print tab of Tools | Options. You can't apply text wrapping
to an image in a text box because the text box is already in the drawing
layer, and you apply the wrapping to it instead. But the image doesn't need
to be in a text box in Word 2003 and possibly not even in Word 97. In Word
2003 it should have Behind Text wrapping if you want it as a background;
this is the equivalent of "Float over text" + "None" in Word 97.

Actually, I do have drawing objects checked in Tools | Options in the Print
tab. I have it checked in both W97 and W2003. Any other thoughts?
