Default Word 2003 measurement units can't be changed

At installation, rulers in Word/Office 2003 Standard were found to be
calibrated in picas. Repeated attempts to change setting to inches with
Options General Measurement units Inches failed. Previous version was
Word/Office 2000 Professional.
