Default Using Bullets

I have created a template however I have an entire section of the template
that is unprotected yet I can not use bullets or numbering even in the
unprocted section. Is this new in Word 2007 or did I do something wrong?

Default Using Bullets

In a protected document you must apply bullet and number formatting via
styles. You can press Ctrl+Shift+L to apply the built-in List Bullet style
to the selected text.

And this is NOT new in Word 2007; it's been true of protected documents for
as long as there have been form fields.

But Word 2007 is different in the sense that you may not be able to apply
styles via the Styles pane; however, you can apply them via the Style box on
the Quick Access Toolbar or via the Quick Styles gallery on the Home tab.
