Default section breaks

I am having difficulty with section breaks. I go to insert, breaks,
continuous but no matter how many I do on a page the footer at the bottom of
the page still says section 1. However, the next page may say section 5. It
does not change the section on the page I put the breaks on. I want to be
able to change the initials in my footer on pages 3 or 4 and for the rest of
the document. I have a page number in my footer too, but that works fine.

The header and footer "belong" to the first section on the page. If you want
to change the footer for a given page, you'll need to insert the break on
the previous page.
