I am working on a formal document in Word 2003 and would like to to have a
bar of color (red, actually) running across the top of each page with the
name of the chapter in it and then also a large side bar on the right-side of
each page (colored silver) that is about 2" wide and runs the length of each
page. I am thinking of putting some quotes or links in that sidebar.

Are these two things doable in Word 2003? A few hints to direct me on how
to accomplish these would be great!
