Including a page 2 in my mail merge if a field is equal to Y; if field is
equal to N, I don't want page 2; my IF statement has "" if 'if' fails, and it
works, but I get a blank page instead.

You need to do it the other way round ie insert page 2 only when it is
required. eg

{IF {Mergefield fieldname} = "Y" "Put the content of page 2 here"}
