Default why is data lost in forms when protection is changed

I have forms that I use in Word 2000. If the form is protected and I
unprotect to make changes, I loose all the data I entered in the form. Is
there a fix for this?

Unprotect and reprotect the form properly using code. Word 2003 is nicer
