Default Can I see who has made changes to a document?

Is there a way to see who has made changes to different sections of a
document? I know there is a way to do it if a redline (markup) version has
been saved, but in this case there is not redline.

No, unless Track Changes is turned on while the changes are being
made, Word doesn't keep track of it at all.
