I need to create a table of contents like this:

I don't want it to be

Look up "Field Code: TOC" in your offline help, it will list the
definition of this field and all switches. There is a switch to suppress
page numbers for a given TOC level. To include that in your TOC, select
the first letter of the TOC (this will in fact select the whole field),
hit SHIFT-F9 to reveal its field code, and add the switch as shown in
the help file.
